Home Appraisal vs. Home Evaluation: What’s the Difference in Manitoba?
If you are thinking about selling your home, refinancing, buying a property or simply wondering what your home may be worth, you may hear the terms home appraisal, home evaluation and Comparative Market Analysis (CMA).
They all involve estimating the value of real estate, but they are not the same thing.
Understanding the difference can help you determine which one you actually need and why the value you receive from one may not be exactly the same as another.
What Is a Home Evaluation?
A home evaluation is an estimate of what a property may reasonably sell for in the current real estate market.
When a REALTOR® provides a home evaluation, one of the most important tools used to establish that estimated market value is a Comparative Market Analysis, commonly called a CMA.
The goal is not simply to assign a number to your home. It is to understand how your property fits within the current market.
A REALTOR® may consider,
🔹 Recent sales of comparable properties
🔹 Current competing listings
🔹 Properties that were listed but did not sell
🔹 Location and neighbourhood
🔹 Lot size and property type
🔹 Square footage, bedrooms and bathrooms
🔹 Renovations, updates and overall condition
🔹 Garage, basement and other property features
🔹 Days on market
🔹 Recent price adjustments
🔹 Current buyer activity and market conditions
In Manitoba, values can vary considerably from one neighbourhood or community to another. Even two homes located relatively close together may have different market values because of their condition, lot, renovations, location or features.
A home evaluation should involve more than looking at an average selling price or an automated online estimate.
Where Does a CMA Come In?
A Comparative Market Analysis is the research and analysis behind a REALTOR®'s home evaluation.
The REALTOR® identifies properties that are reasonably comparable to yours and analyzes how those properties performed in the market.
For example, suppose several similar homes in your area recently sold between $440,000 and $475,000.
That does not automatically mean your home is worth somewhere in the middle.
Your home may have a larger lot, renovated kitchen, finished basement or additional garage space. Another property may have had extensive renovations but been located on a busier street. A comparable may also have sold several months earlier when market conditions were different.
These differences matter.
A CMA helps put the sales into context rather than simply averaging their prices.
Sold, Active and Expired Listings Tell Different Stories
Looking only at sold properties can leave out useful information.
Sold listings show what buyers were ultimately prepared to pay.
Active listings show what your home would currently compete against if it were placed on the market.
Expired or withdrawn listings can provide additional insight into properties that did not sell and, in some situations, whether the market rejected the price being asked.
Together, this information can provide a much clearer picture of where a property may fit within today's market.
What Is a Home Appraisal?
A real estate appraisal is a formal opinion of a property's value prepared by a qualified real estate appraiser.
An appraisal serves a different purpose from a REALTOR®'s home evaluation and is usually part of the closing process.
One of the most common situations where Manitoba buyers and homeowners encounter an appraisal is during mortgage financing or refinancing. This is often considered for when determining closing costs.
A lender may want an independent appraisal to help determine whether the property provides sufficient security for the mortgage being requested. In some cases the big bank lenders or Mortgage brokers may cover the cost of this appraisal which is estimated between $300-$600.
An appraiser may consider factors such as,

🔹 Construction and improvements
🔹 Comparable property sales
🔹 Property characteristics and amenities
🔹 Current market information
This is an important distinction from a REALTOR®'s Comparative Market Analysis (CMA). An appraisal provides a formal opinion of value for a specific purpose, such as mortgage financing or refinancing. A CMA uses comparable sales, current listings and local market activity to help determine a home's potential market value and positioning when buying or selling.
The appraiser then prepares an opinion of value based on the purpose and effective date of the appraisal.
Who Provides a Home Appraisal in Manitoba?
A professional real estate appraiser has specialized education and training in property valuation. In Manitoba, you may see appraisers with designations from the Appraisal Institute of Canada (AIC), including,
🔹 CRA – Canadian Residential Appraiser: Primarily focused on residential properties, including homes with up to four self-contained dwelling units.
🔹 AACI – Accredited Appraiser Canadian Institute: Qualified to work with a broader range of real estate, including residential, commercial, industrial and agricultural properties.
AIC-designated appraisers complete education, examinations and practical experience requirements and must follow the Canadian Uniform Standards of Professional Appraisal Practice (CUSPAP).
Turning Your Home Into a Rental Property
If you are converting your primary residence into a rental property, obtaining an appraisal at the time of the change can be valuable. It provides a documented opinion of the property's value at that point in time, which may be important for future tax and capital gains calculations.
An appraisal can also provide useful documentation if you later sell the rental property, refinance it or use its equity when arranging financing for another home. Because converting a principal residence to a rental can have tax implications, it is advisable to discuss the change with a qualified tax professional.
Home Appraisal vs. Home Evaluation
Although both involve property value, the distinction is largely about purpose and who is providing the opinion.

Neither should be considered simply a more detailed version of the other. They are different valuation tools designed for different purposes.
Why Can an Appraisal and CMA Produce Different Values?
It is possible for a REALTOR® and an appraiser to look at the same property and arrive at different values.
That does not necessarily mean that one is incorrect.
A REALTOR® preparing a CMA may be considering questions such as,
What are buyers currently purchasing?
What homes will this property compete against?
How quickly are comparable properties selling?
What listing price could generate the strongest market response?
An appraisal is prepared for a specific intended use and may place different weight on particular market evidence and appraisal methodology.
The two professionals can therefore be analyzing the same property through somewhat different lenses.
Market Value Is Not the Same as Listing Price
A home evaluation can help estimate market value, while the listing price is part of the strategy used to bring the property to market.
Those numbers do not necessarily have to be identical.
Depending on current inventory, buyer demand, comparable sales and the seller's objectives, a property could be positioned differently within its estimated market range.
A REALTOR® should be able to explain not only what price is being recommended but also why that price makes sense based on the available market evidence.
What About the City of Winnipeg Assessment?
For Winnipeg homeowners, there is another number that can sometimes cause confusion: the property's assessed value for property tax purposes.
A municipal assessment is not the same thing as either a REALTOR®'s current home evaluation or an appraisal prepared for a specific purpose.
The assessment system is used for property taxation.
Your City of Winnipeg property assessment is not a current market evaluation completed each year. Assessments are based on a legislated reference date, so the assessed value may reflect market conditions from an earlier period.
A CMA, on the other hand, examines current real estate market activity to help determine where a property may fit if it were offered for sale.
Your municipal assessment and potential selling price therefore should not automatically be expected to match.
Do I Need an Appraisal or a Home Evaluation?
If you are considering selling your Manitoba home, a REALTOR®'s home evaluation supported by a detailed CMA can help you understand current market conditions, comparable sales and potential pricing strategies.
If you are purchasing a property, your REALTOR® can use comparable sales and market information to help you assess an asking price or formulate an offer.
If your lender requires a valuation for mortgage financing or refinancing, the lender may require an appraisal that meets its particular requirements.
If you require a formal opinion of value for another purpose, you may need to speak with a qualified appraiser or other appropriate professional about the type of valuation required.
Why a Walk-Through Can Improve a Home Evaluation
Market data tells an important part of the story, but it does not always show what is actually inside a home.
Photos and listing information may not fully reflect renovations, materials, maintenance, layout, natural light, basement development or the overall condition of the property.
This is why an in-person walk-through can be valuable when preparing a detailed home evaluation.
It gives the REALTOR® an opportunity to compare the property's actual characteristics with the homes being used in the CMA.
Your Home's Value Changes With the Market
New listings enter the market. Properties sell. Prices are adjusted. Buyer demand changes and comparable sales become older.
That means a CMA prepared several months ago may no longer reflect the same market conditions today.
